Hi Rose; The rubber boot is a dirt stopper. The choke shaft is held in one of the two positions by "rings" on the shaft. There is a nut that holds the choke shaft into the carburetor body, it is easy to reach, if you take that nut loose you will be able to withdraw the choke shaft. Inspect the shaft to see what the problem is.
